What do we as a culture (U.S. culture) need to provide to our children so they can attend college?

I think this aparent bias is due to race quotas, for example at that time asians constituted about 4 percent of population, and with black and latinos, they are favoured becasue they tend to do less well in school.it was a biopsy of the racial makeup of america at that time.
